The station owner (Tegna) is holding their local affiliate stations away in an attempt to get a higher rate for the new carriage agreement. So yes, Tegna does have the right to restrict you from watching on the app. You are in their market so they control it.
Your home network issue is not a DirecTV Stream issue, but an ISP issue. Your ISP appears to be changing your IP randomly, causing the service to think you are not at your home location. You need to get a static IP address from your ISP or change services.
