SGOV and bil are practically identical , I wouldn't see any real reason to pick bil or sgov since sgov is a fair amount cheaper expense ratio wise. I believe when I was lookking at TFLO vs USFR , I picked USFR since its slightly more liquid. I don't think you can really go wrong picking either.
