Yes, you can use a 4.25" stroker crank for a 351W in a 400. However, you need a specific timing chain set that is made just for this swap. You CANNOT mix and match components to "make your own" set because the 351W crank sprocket has a different tooth count. I run a Windsor 4" forged crank in my 400 so it can be done.

From what i read the small block stroker folks are using the 400 crank to stroke out their 351Ws to 393 and 408s. So Ford in their infinite wisdom, put a 351W crankshaft in the 400 block, and the 351M was born. It may have been “ok” for that era, otherwise that M stands for “Marine-Anchor”. A 400 crank can be (and was a lot) used in a 351W block to build a lightweight 408 from junkyard parts.
