ASA literally being called Ark Survival Ascendant, it wouldn't make since to limit our characters from being "op". At that point, they may as well just set default player speed to 120% and keep leveling turned off, since basically everyone will just go to 120%.

You can change the max dino level by changing the difficulty. 5 means 150 max, so max = diff×30. Tek creatures and wyverns have higher levels accordingly. As for the level distribution, change map.
