Yes. Vex strike will not happen at all on days where terminal override rotates into the vex location. It 'overrides' the vex strike force (haaaa). So yeah, 1 out of every three days, there won't be any occurring at all.
You don't have to be there for it. You can see it from the map and it says its a Vex Strike force so I would just randomly check to see if it pops up and then go to it if you do. I've done at least 3 so far. Fairly rare it seems, it did show up on the map like a public event though.
