Full Fusion cores are easy to get from Power Plant Workshops and Daily Ops. The only reason to "recharge" them with Electric Absorption is if you hate yourself. The bug seems to be "recharged" Fusion Cores disappearing on load screens. You should send in a ticket on Bethesda's website, including how you found this bug.
Mine comes out at 108/100 charges aswell. Not sure what stat increase the charge (Perhaps Intellect?) But it seems like a win/win, seeing as making a single NORMAL fusion core costs ONE OF EACH flux. Has to be an oversight, or simply how it is. As it is now though, it seems to be working just fine as a power armor core.
