All the probable transmission problems such as ATF, SWITCH SOLENOID have been checked and certified ok except the TRANSMISSION PRESSURE PUMP that have not been touched. When this happens the light will flash until the engine is shut off. If it was intermitent the flashing doesn't come back the failure was intermitent. My 2016 Honda Accord had this blinking D3/03 too. This came up along with check engine light, power steering, traction control, and tire pressure lights. Car went into limp mode and lost power. Pepboys replaced my throttle body and gas pedal. Power came back and car is driving like normal. so far the only problem I have is the blinking D3/03.
