I think these might run more on the blackish mark, but if it's a real dark black it would indicate it is running rich which could explain the back fire. Definately shouldn't be wet (sign of plug fouling). As for the filter.

The clip is on the throttle needle. Remove the 4 screws on the top of the carb and pull out the throttle plunger. Use a philip screwdriver and insert it into the holder (middle of slide) and give it a 1/4 turn and remove the holder. The needle should fall out now and either the washer will be on the needle or it will stick to the slide/plunger.
