Pathfinder Kingmaker is a lot like that. Pathfinder Kingmaker and the upcoming Pathfinder Wrath of the Righteous would be the closest imo, though mechanically character creation is a lot more complex (and customizable) than Solasta's 5e. I'm playing banner saga and saw on the store page stream considers the two games similar.
