There is no "best Personas" to use until you get into end game territory. Basically, just try to fuse the highest level personas possible that gives you a good elemental spread. You might want to have one that knows invigorate (sarasvati is the earliest one with that) to make dungeon delving easier, but that's about it.

Thanks to the Skill Tablets mentioned above you can give just about any Persona in the game one of the strongest AoE attacks or an amazing AoE heal. However, you can't change a Persona's innate resistances. It's for this reason that I believe the best Personas in this game are going to be ones you custom make with Skill Tablets.

Surt's got the better affinities/moveset, Mada has a higher base level and would start with higher magic. Oh yea, and Mada has the natural boost and amp, notable if you don't feel like passing Fire Boost to Surt. Kohryu for elec as he has the combination of good mag and natural Elec Amp to go with his Maziodyne.
